Kampala, Uganda | THE INDEPENDENT | The Speaker of Parliament, Rebecca Kadaga has brushed off concern by some Members of Parliament on the continued absence of her deputy, Jacob Oulanyah.
Oulanyah has not chaired any parliamentary session for over a year now raising concerns from some legislators. Oulanyah, who it turns out will be in the house on Wednesday, last chaired the house on 4 February 2020.

Oulanyah and Kadaga, who are preparing for a contest for the Speaker’s job when the position fells vacant in May this year, have been conflicting over chairing the house.
Before the lockdown last year, both Kadaga and Oulanyah were away as they had travelled abroad. This led to the cancellation of three plenary sessions in 2019.
The fight between the duo is linked to the 2016 speaker’s race, in which Oulanyah who sought to unseat Kadaga chose to step down.
Now during debate on Tuesday as MPs mourned with Kadaga over the death of her niece, Koboko Woman MP, Margaret Babadiri questioned the whereabouts of the Deputy Speaker.
Babadiri said that the Deputy Speaker should be helping Kadaga at such moments when is down.
However, Kadaga brushed off the concern, saying they will see Oulanyah when he is around. “You will see him,” she said.
Recently, MPs supported the proposal in the constitutional amendment bill to introduce a Speaker’s panel, citing the heavy work overload.
In July 2020, Oulanyah told journalists that he does not see any problem with his absence as chair of plenary, saying that he will resume when asked to do so.
