NUP’s Luyirika and NRM’s Namusisi nominated for Speaker of KCCA

Kampala, Uganda | THE INDEPENDENT | Councillors Zahara Luyirika from the National Unity Platform Party-NUP and Shamim Awal Namusisi from the National Resistance Movement-NRM have been nominated for the position of speaker of Kampala Capital City Authority-KCCA.

The position of Speaker and Deputy Speaker was introduced during the Amendment of the KCCA Act in 2019. The speaker who is elected from among the councillors is mandated to preside over council sittings, pass the budget and laws and also have a watchful eye on activities of KCCA.

Luyirika who is the flag bearer of the NUP was nominated by John Mary Ssebufu and seconded by Jeremiah Keeya Mwanje both of whom lost to Luyirika during last week’s party primaries.

Ssebufu during his nomination of Luyirika described her as a capable and experienced leader.

Luyirika, a councillor from Makindye was also part of the 2011/2016 council, which Ssebufu says makes her experienced in KCCA affairs.

Luyirika has promised to be an independent speaker who shall give a voice to all councillors.

Luyirika also promised to put to the front issues of garbage collection and high taxes met by the people of Kampala.

She further promised to fight for the welfare of political leaders, spearhead the formation of SACCOs and also ensure councillors get a lounge since the previous one has since been turned into office space.

Shamim Awal Namusisi, the candidate from the NRM was nominated by Allan Mwesigwa who is the male Councillor representing youths. She was seconded by Shamim Nandaula, the female councillor representing workers.

Mwesigwa says Namusisi shall lead the house impartially and act as a bridge between councillors and KCCA technical leadership and central government.

Namusisi promised to bring her knowledge of KCCA having served for two terms in the council.

She committed to serve the interests of the people of Kampala and also ensure that political leaders are facilitated to reach the people they represent.

Namusisi also promised to improve the working relationships between political leaders and the Technical leadership.

Buganda Road Chief Magistrate Ayo Miriam Okello is currently presiding over the elections.
