Youth arrested for stealing impounded goats at Busia headquarters

Busia, Uganda | THE INDEPENDENT | Police in Busia district is holding a youth for allegedly stealing impounded goats at Busia municipal council headquarters.

The suspect has been identified as 17 year old Anthony Egesa Okello, a resident of Kisenyi A village, Western division, Busia municipality.

He is accused of stealing three goats that were impounded last week in an operation against loitering animals in Busia town by the municipal council enforcement officers.

The three goats are among the over 14 animals that were found loitering in an operation conducted in Eastern division.

In 2015, Busia municipal council passed a by-law against loitering animals in Busia town, and the owner of such animals was to pay charges of 40,000 shillings daily for every animal that gets impounded and is kept at the municipal council headquarters, or faces 6 months in jail.

The suspect was arrested by a security guard deployed at Busia municipal council headquarters on Tuesday. The goats were kept in safe custody in the incomplete administration block.

Anhony Egesa Okello, the detained suspect says that he was sent by a man he couldn’t identify to pick the goats so that can be paid 2,500 shillings. He pleaded guilty and asked for forgiveness while at Busia municipal council headquarters but in vain.

George Wandera, the Busia municipal council enforcement officer says that the suspect was trying to take off with the goats through the unfenced route behind Municipal council offices. This was going to be the third time for impounded goats to be stolen at Municipal council headquarters.

The council officials took the suspect to police with the stolen goats as exhibit so that he can be charged accordingly.

ASP Tony Odonkara, the OC at Busia central police station confirmed the arrest and said that police is recording a statement from the suspect then after, the  case file will be taken to the Resident State Attorney for perusal and advice. The suspect will be charged with animal theft.

The suspected was still in police cells at Busia central police station by the time of filling this story, helping police in its investigation.
