Background
The Infectious Diseases Institute (IDI) is a Ugandan not-for-profit organization whose mission is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development. IDI has six operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research, Laboratory services (including the CAPcertified IDI Core Lab & Translational Lab), Global Health Security and Health System Strengthening.
IDI received a five-year transition award entitled USAID Local Partner Health Services-TB Activity. The purpose of the Award is to increase TB case detection and treatment success in Uganda to 90% of all cases and thus contribute to substantial reduction of Uganda’s TB burden by 2026. IDI works through technical assistance to the National TB Program in the three districts of Kampala, Mukono and Wakiso and Regional Referral Hospitals to increase availability, accessibility and utilization of integrated TB/HIV and MDR-TB services.
In order to contribute to achievement of the above objectives, IDI wishes to recruit a motivated and competent individual to fill the vacancy below on a full-time basis:

General summary:
The Senior Grants and Compliance Officer will support the budgeting, monitoring compliance, reporting processes and contracts management of sub-awardees to IDI under the USAID LPHS-TB Activity.
Key Duties and Responsibilities:
• Maintain a broad and deep understanding of the USAID policies, regulations, and procedures.
Ensure the DR-TB survey grant is well administered and that program and support teams are fully informed of relevant donor compliance regulations and procedures to support on-track, on-time, and on-budget implementation
• Review all vouchers and support documents relating to the DR TB survey to ensure completeness and compliance with the USAID rules and regulations.
• Track financial performance of the DR TB survey grants (including subcontacts).
• Prepare timely financial reports, as required – ensuring excellence in reporting content and format; produce the quarterly Financial Reports Monitor for all sub-grantees involved.
Present financial information relating to the DR TB survey.
• Support in grant revisions, modifications, no-cost extensions, or budget realignments
• Prepare financial projections relating to the grant.
• Manage a consistent hard copy / electronic filing structure and system for financial information (including sub-contracts) related to the grant.
• Respond to ad hoc issues in post-contract management and support project managers in addressing any financial issues relating to the grant portfolio.
• Any other duties as may be delegated by the USAID LPHS-TB Project leadership
Required Qualifications:
• Bachelor’s degree in a relevant field such as Finance, Accounting/audit, Business or Commerce or general Business Administration
• Master’s degree in a similar relevant field will be an added advantage.
Familiarity with MS-Navision software is preferred but not required.
Knowledge, Skills and Abilities:
• Experience in project planning and management.
• Sound understanding of budget preparation processes.
• Advanced analytical, evaluative and objective critical thinking skills.
• Superb organizational skills, including the ability to manage multiple projects/implementing partners simultaneously in a fast-paced and dynamic environment.
• At least five (5) years’ professional work experience, with proven ability to interact effectively with various stakeholders /funding agencies.
Exceptional communication skills – both oral and written.
• Strong interpersonal skills especially dealing with various stakeholders/implementing partners
• Proficiency in computer systems including Microsoft applications; high level of skill in using MS-Excel
