Contingent upon funding, will be implementing a humanitarian project in West Nile. Consequently, ChildFund Uganda seeks to recruit suitably qualified, self-driven and result-oriented candidate for the following position.

Job Summary:
The Project Manager is responsible for providing technical and managerial leadership to the implementation of the project including spearheading the development of project strategies.

Duties/Responsibilities:
• Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills that promotes strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.
• Provide leadership in the creation of project detailed implementation plans (DIP), procurement plans, and cash flow forecast to facilitate implementation in accordance with existing project design•
• Provide management and technical oversight/guidance to project staff in the identification of project beneficiaries.
• Carries out regular review and tracking of DIPs, budgets, and cash flows to ensure efficient budget utilization and progressive implementation of activities against approved plans.
• Work in liaison with technical leads and project staff to develop and roll out project specific initiatives to ensure that they are technically sound and in accordance with the project objectives. Work with the technical leads to support the rollout of project approaches, designs and approval of technical works, Liase with the Country Office M&E team to develop/adapt comprehensive M&E systems for the project including designing the necessary M&E tools, documentation and learning among others.
• Ensure that all project tasks are in accordance with grant agreements, are completed within time and on budget.
• Ensure project activities are implemented in ways that are responsive to the communities, children and in line with ChildFund programme principles, values and strategic plan and following ChildFund compliance procedures. This includes working with government, National NGO, and other stakeholders.
• Ensure preparation and submission of timely and high quality progress reports (narrative & financial), project and donor reports in line with donor conditions.
• Ensure effective use of the Performance Management System including the establishment of clear, measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations of project staff.
• Represent ChildFund and Coordinate with CSOs, NGOs, Districts and the UN through inter-agency meetings and bilateral discussions on all matters related to the project to ensure project interventions are informed by existing gaps across all the districts for increased impact.
• Keenly track all project indicators to ensure all project outputs, outcomes and impact is realized.
• Document and share project best practices and lessons learned during implementation including case studies and documentaries.
• Effectively provide supervision and enhance capacity of project staff and partners to implement project interventions to expected standards.

Qualifications/Experience
• Bachelor’s degree in Social Sciences, Development studies or other relevant humanity courses.
• A minimum of 6-8 years management experience in an NGO environment:
• Significant field operations experience running both emergency and development programs:
• Robust experience of program cycle management, and with experience of working within a complex and matrix organization structure:
• A very good understanding of at least 3 of the sectoral programs:
• Knowledge of humanitarian systems, institutions and donors, and procedures, accountability frameworks and best practices in development and emergency management:
• Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors:
• Ability to analyze information, evaluate options and to think and plan strategically:
• An in-depth understanding of national and international development issues in particular in relation to children.
• Excellent interpersonal, communication and presentation skills:
• Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies:
• Highest level of integrity.
• Demonstrable aptitude for teamwork.
• Attention to details.
• Ability to work under pressure and meet deadlines
• Strong interpersonal and communication skills both written and oral.
