Finnish Refugee Council (FRC) is an INGO promoting adult education and community development among refugees since 1997 as an operational partner to UNHCR and OPM and from 2020 implementing partner to WFP. FRC is seeking for qualified Ugandan to fill this position:
Project – Improved Economic Opportunity through Climate-Smart Agriculture
Contract type – Fixed term, with a possibility of a one-year renewal at a time
Location – FRC Country Office – Kampala
Reports to – Project Manager / Livelihood Specialist
Purpose of the Role:
The Monitoring and Evaluation Officer works under the Project Manager/Livelihood Specialist to provide technical lead in M&E and support to the project team working in two project locations to collect data, track progress and ensure the functionality of the power BI system among others.
KEY TASKS AND RESPONSIBILITIES:
Project Management and Support (40%)
1. Develop an annual project M&E Plan to fit the log frame indicators. Give guidance to the project team, monitor, and implement its roll out in all project settlements/ locations.
2. Review and develop data collection and monitoring tools, and databases for the project and ensure that they are accessible to the field teams.
3. Undertake participatory field-monitoring missions to assess progress of the project.
4. Participate in and lead timely data collection, processing and presentation during periods of assessments like PoE, baselines, mid-term and endline evaluations.
5. Ensure that project outcomes and lessons learned are documented and shared with relevant stakeholders.
6. Support the preparation and review of monthly, quarterly and annual project reports (specifically aggregation of outputs) in collaboration with field team.
7. Provide feedback to the Project Manager/ Livelihood Specialist and field teams on project progress and alternative strategies that can be undertaken to improve project performance.
8. Capture and report on any success stories registered in the various locations.
9. Ensure regular updating of all approved project documents to on-line database.
Data Management (40%)
1. Develop and manage the project Indicator Performance Tracking (IPT) system.
2. Manage and process data, and present information in a visual form for user interface to input data either manually or through mobile data site, ensuring that data is of high quality and audit worthy.
3. Identify strengths & weaknesses in existing data collection, management systems and propose solutions to these together with the project team.
4. Support the Project Manager/ Livelihood Specialist by ensuring that data queries from HQ, the donor or other partners are accurately addressed in a timely manner.
5. Ensure compliance to Data Quality Assurance, data collection protocols and FRC data policies.
6. Manage the PowerBI system and allocation of project participant ID numbers.
7. Put in place and maintain a filing system for all project related data and information for easy retrieval of records following the FRC Data Management protocols and routinely back up data.
8. Ensure project data safety through managing project computer access (restrictions, control, user accounts) and back up data on M&E for the project.
Capacity Building (20%)
1. Build the capacity of project staff on M&E plan, roles, tools etc.
2. Identify tools the project team needs to use in the field and orient them on their use.
3. Train staff on how to use computer for M & E to identify, monitor and minimise risks.
4. Assess the individual training needs of staff and assist HR unit to design training plan.
5. Execute any other tasks in FRC as directed by Project Manager/Livelihood Specialist.
