Geographic Information System (GIS) Coordinator – EACOP Uganda
MISSIONS/JOB DIMENSIONS
The East African Crude Oil Pipeline (EACOP) Project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 kilometers (km) of which 296 km will be in Uganda. In Uganda the pipeline will traverse ten (10) Districts, comprising Hoima, Kikuube, Kakumiro, Kyankwanzi, Mubende, Gomba, Sembabule, Lwengo, Rakai and Kyotera.
Under EACOP GIS Manager supervision, the Coordinator shall ensure the integration of quality data within EACOP GIS database and provide all EACOP relevant departments with maps and other GIS related deliverables.
ACTIVITIES
GIS Support for all EACOP UG divisions
• Support the activities of the various divisions within EACOP UG through the provision of Geographic Information System GIS related services (maps, inclusion of project data)
• Maintain a GIS database to manage project area landowner, and related project wide information and enquiries, including RAP Planning & Implementation data, strip maps (individual parcels and valuation numbers), land handover documents, source documents framing EACOP land acquisition process
Manage EACOP UG GIS data integrity
• Supervise the coordination, evaluation, collection and integration of quality GIS data from Community Relations team, Cultural Heritage register/archaeological data, social receptors, and other relevant departments, as requested, into EACOP database
• Supervise capture of infield data, data entry and analysis of data in accordance with the requirements of EACOP
• Facilitate and train field officers in GIS/ Global Positioning Systems and cartographic software applications and their use
• Actively participate in the supervision of GIS data capture and field surveys with a special focus on land use and resources and archaeology
Land Specialist Support
• Assist Land Specialist in liaison with the relevant Government Departments dealing with Land aspects
CONTEXT AND ENVIRONMENT
• S/he will report to the EACOP, and is required to demonstrate exemplary behaviour with regard to compliance and HSE rules and requirements.
• S/he will be based in the EACOP Kampala Office, with travel to the EACOP Project-affected districts as required.
ACCOUNTABILITIES
• Delivery of quality maps and GIS support services
• Maintain EACOP GIS database integrity
• Provision of up to date data on project activities
QUALIFICATIONS AND REQUIRED EXPERIENCE
Professional Experience:
• Minimum of 5yrs of experience in GIS support preferably in O&G industry
Qualifications:
• Bachelor Degree in GIS
Technical Competencies:
• Knowledge and experience of GIS software (e.g. ArcGIS, ArcGIS Pro, Google Earth Pro)
Behavioural Competencies:
• Strong IT skills, results and detail-oriented, can manipulate complex databases, team spirit.
• Fluent in English
