Verification Officer – RBF Health at Cordaid Uganda

About RBF Health
Cordaid has long been a pioneer in the implementation of Results Based Financing (RBF) in the health sector with its first implementation in Rwanda in 2001, after which it has been successfully applied in more than 15 countries, most of them in Sub-Saharan Africa including and Zimbabwe. In Uganda, Cordaid initiated and financed an RBF pilot in Kamuli District in 2009 in collaboration with the Health Office of the Catholic Diocese of Jinja and the Kamuli district Health Department/ Office.

In Partnership with the consortium of Amref Health Africa with support from the Royal Netherlands Embassy in Uganda, Cordaid will contribute to implementation of the Integrated Sexual Reproductive Health Program in High Burden Districts (ISPHD) of Uganda Program in the period 2020-2024. The program aims to improve the wellbeing of young people (age 10-24) and women (age15-49) including underserved groups, in the districts of Southwest: Rukiga Kabale, Kisoro and Kanungu, East Centeral: Bugiri, Mayuge, Iganga & Namayingo; and the East: Mbale, Budaka, Bukwo and Kween, and Kalanga, through addressing the disproportionate burden of SRHR violations and SGBV among young people and women.

Cordaid will contribute to Strengthening Health Systems to provide quality and Rights Based SRHR/SGBV Services linking nearly to all programme interventions at the supply and demand sides through its through the RBF approach.

Cordaid Uganda therefore invites high level experienced professionals to apply for the position of Verification Officer.

Job’s aim
The verification officer will work closely with the lead verifier to conduct monthly quantity verification of services delivered by the contracted health facilities throughout the project life time. This will involve counting the number of services in the registers for each service incentivised under the RBF and compare with the numbers reported and declared by the health facilities as well as gives support to contracted Community Based Organizations (CBO) in conducting quarterly verifications of the Health Facilities registers attendance and client satisfaction surveys (perceived quality of care).

Job Category: Grade V (Cordaid Uganda Salary Scale)

Contract Period: One year renewable based on performance.

KEY DUTIES & RESPONSIBILITIES
Specific Tasks and Objectives
In constant liaison with the lead verifier, the verification officer will ;
• Conduct monthly quantity audits at contracted health facilities timely and accurately
• Identification of reporting gaps and guidance on improvements to health facility staff.
• Compile and submit timely the monthly verification reports
• Provide feedback to the RBF Programme Coordinator on observations and gaps noted during the monthly quantity verifications.
• Collect random samples from the health facility registers and provide client relevant information for quarterly the client satisfaction surveys to be done by the contracted CBO’s.
• Verify the quarterly client satisfaction questionnaires of the contracted CBOs for completeness and accuracy of data.
• Ensure that the quarterly quality supervisions of the HFs are conducted by the DHMTs(for the contracted Health Centres)
• Ensure that client satisfaction surveys are conducted by the contracted CBO’s according to the PIM and the agreed guidelines and deadlines.
• Where needed participate in the quarterly quality supervision of the contracted HFs by the DHMTs
• Permanent liaison with the with the lead verifier, RBF expert and the SRHR/SGBV manager
• Conduct monthly fieldwork as and when required in line with the field work plan
• Submits weekly updates to the lead verifier
• Represent the Cordaid Uganda Office, establishing and maintaining good relations with consortium colleagues and other key stakeholders in the targeted districts

REQUIREMENTS
Knowledge, Skills, and Experiences
• Public health background with a degree in Nursing, Health Promotion or Public Health and at least 5 years working experience in the health sector.
• One year working experience with the Ministry of Health (at district, zonal or regional level) is an advantage.
• Independent, dynamic and capable of organizing his/her work, while having the ability to work accurately.
• Good networking and social skills.
• Good command of the Luganda/Lusoga/ Runyakitara and English language.
• Good experience with relevant computer software packages.
• Able to meet deadlines.
• Ability to analyse and present data. Good report writing skills.
• Able to ride and in the possession of a (Ugandan) motorbike license.
• Willing to do field visits and to frequently travel long distances.
